Because of the 100 year rule.
Anyone born less than 100 years ago whose death has not been picked up will be a 'closed' record on the 1939 register
You should look for their parents

Ann J Jakeman in the 1939 England and Wales Register Name: Ann J Jakeman [Ann J Dean] Gender: Female Marital status: Widow Birth Date: 14 Feb 1894 Residence Year: 1939 Address: 6 Baker Road Residence Place: Runcorn, Cheshire, England Occupation: Unpaid Domestic Duties Line Number: 8 Schedule Number: 16 Sub Schedule Number: 1 Enumeration District: LFQB Borough: Runcorn Registration district: 446-2. On Ancestry, Audrey and the closed record below her are at the same address, but listed as a different household.
Per FreeBMD, Ernest and Ann had 7 children:
Ethel and Reginald above, and Jack as you know. Ernest G 1916, Thomas C 1921, Prudence B 1926, Doris 1929.
Pre-1939, Thomas died 1922, Prudence died 1926.
The closed record below Audrey in 1939 is presumably her husband Ernest G.

Doris was living in Blackpool in 1939:
Doris Jakeman in the 1939 England and Wales Register Name: Doris Jakeman [Doris Allen] Gender: Female Marital status: Single Birth Date: 11 Dec 1928 Residence Year: 1939 Address: 90 Sherbourne Road Residence Place: Blackpool, Lancashire, England Occupation: At School Line Number: 41 Schedule Number: 117 Sub Schedule Number: 3 Enumeration District: NCBC Borough: Blackpool Registration district: 477-1 Household Members: Name William H Walthew - 3 May 1873, railway guard, retired. Louisa Walthew - 21 June 1875. Doris Jakeman
So by process of elimination, Jack must be the closed record below Reginald in 1939.
"How can I open a record of an individual I know to be deceased?
To open a record it must first be located and checked. If you are a Findmypast.co.uk subscriber and you have located a closed record, you can request a check of the record free of charge and if successful, the record will be made available via the online service. Please note, Findmypast will not search for records on your behalf – to request a check of a closed record you must locate the record yourself first. To have a record checked you will be required to provide proof of death, most commonly a death certificate. If you have proof of death but cannot identify a specific record, you can request a search of the 1939 Register for a fee using The National Archives Freedom of Information (FOI) request form.
Non-Findmypast.co.uk subscribers should also use The National Archives Freedom of Information (FOI) request form to request a search of closed records from the 1939 Register. If the record can be opened, we will send you a full transcription of the information held in the record. The opened record will be available to view on Findmypast.co.uk ten working days after the notification of a successful request. Please note there is a fixed charge of £24.35 for this service."

She married back home in Runcorn:
Doris Jakeman in the England & Wales, Civil Registration Marriage Index, 1916-2005 Name: Doris Jakeman Registration Date: Oct 1950 [Nov 1950] [Dec 1950] Registration Quarter: Oct-Nov-Dec Registration district: Runcorn Inferred County: Cheshire Spouse: William E Allen Volume Number: 10a Page Number: 837
Re the Walthews:
I haven't found their marriage, but the children's mms is Taylor, so no immediately obvious relationship with Jakemans.
A couple named William Henry Walthew (1888) and Louisa (Lewis)1886 married in Birkenhead in 1907, but they're still in Birkenhead in 1939, so not them.
Here's the Blackpool couple in 1911:

I know that Doris was born the year that her father died so perhaps there is some connection there, have never heard or come across Walthew name until today, have also started to question why Ann Jane Ireland (Jakeman) surname is crossed out on 1939 census and Dean has been written in, have found a marriage between Ann J Jakeman to William M Dean in 1948 Runcorn Cheshire which opens up another can of worms, liz

Ann's name was Jakeman when the 1939 Register was first compiled.
After she married William Dean the Register was updated, so Jakeman was scored out and Dean written instead. You can see the date of the amendment (not the date of the marriage) in the same handwriting in the left-hand column - LFQ 17/6/48 M.
It doesn't mean there was anything dodgy about her name in 1939.

Ernest Jakeman's death was registered in the 1st qr of 1929, so he died either late 1928 or early 1929.
Doris was born in December 1928.
There's no reason why Ernest couldn't have been Doris's father, if that's what you mean.

No, what I meant was that I had no idea that Ann re-married as my Dad never said anything about it I queried it because Cheshire BMD records shows the marriage with William M Dean as 1948

That is absolutely how it works. The 1939 register was updated with married names for females for many years after it was originally compiled
