Just checked an old tin that I have that they came in. On it it says "Uncle Joes Mint Balls - pure - good" "Ingredients - Cane Sugar, Oil of Peppermint, Cream of Tartar" "Made by Wm. Santus & Co. Ltd, Wigan England" Maybe just a Lancashire sweet?
