Whalley is north east of Blackburn so don't think it would come under Liverpool Civil Registration The Register Office covering the Whalley area is Ribble Valley Roy |

In all census's from 1851 onwards, my families from Bacup, Rossendale, have either the district of Newchurch or Spotland. But on the 1841 the area was known as Whalley, very confusing, I think in the very early census Whalley covered a huge area. |
