In the early days of registration many of the Registrars recorded time of birth for everyone, so there may be no twin.
As they became more aquainted with the rules of form-filling, the time was usually only put on twin or other multiple births, in England and Wales.
Scotland always shows time, I believe.

It was explained to me that each registration districts entries are grouped into a big ledger.
The district information could come from many sub districts which made up the larger registration area.
Each quarter's total entries would be in a separate section and it is pure coincidence that the names and numbers sometimes match.

If there is a surname which is fairly common in a particular area, I suppose there is more chance of a name match.

The twins would be shown in the quarter of registration....not birth month.
That's why some late November or December births are found in the March quarter of the following year.
