Is the wife Frances actually travelling with William James?

If so, does it give any details about her?

It states......."Photogragh Included"........Is there actually a photogragh attached to that record?

If you think the Border Crossing posted by Malyon is relevant, the image says his brother Fred lived in Southampton.

He originally arrived in 5 May 1944 on the MV Toordis?
His destination was his wife Frances @ 559 West 156th St, NY
