I cannot for the life of me work out the parentage of William Houghton 1808 Scarisbrick I have looked on the IGI and Ancestry. His wife Frances Newton I believe may of married before so her maiden name would not be Newton she was 31 when she married William in1828 in Ormskirk .

Even if you've got a hit in the GRO index, it's worth checking if there's also a local index online, see http://www.ukbmd.org.uk/local_bmd so, using http://www.lancashirebmd.org.uk

Lancashire Birth indexes for the years: 1838
Surname Forename(s) Sub-District Registers At Mother's Maiden Name Reference
HOUGHTON Ann North Meols North Sefton NEWTON NM/1/180

Lancashire Birth indexes for the years: 1841
Surname Forename(s) Sub-District Registers At Mother's Maiden Name Reference
HOUGHTON John North Meols North Sefton NEWTON NM/2/227

I have no problems identifying folk named Nancy as Ann - both my gran Nan and my Auntie Nancy had their births rego'ed as Annie.
However, the age is more problematic - if (as was likely) Ann was rego'ed week in Oct abt 1 w in, then she probably was 3-4 m shy of age 3 on 6/6/1841.

Ormskirk RD births in 1838q4 occupied pp 483-517, and one can guess from its position when a birth on p 499 occured.
HOWEVER, it's not it's position in the Ormskirk RD births that matters - what matters is its position in the North Meols subdistrict births that matters.

I've appended the local ref to some GRO index hits:

Births Sep 1838 (>99%)
HESKETH Peter Ormskirk 21 488 NM/1/175

Births Dec 1838 (>99%)
STOPFORTH William Ormskirk 21 498 LAT/1/39
HESKETH Margaret Ormskirk 21 499 NM/1/176
>> Houghton Ann Ormskirk 21 499 NM/1/180
BEARMAN Margaret Ormskirk 21 504 NM/1/230
SHEPHERD Catherine Ormskirk 21 505 OK/1/37

Births Mar 1839 (>99%)
Spencer Mary Ann Ormskirk 21 527 NM/1/231

Here we can see there were 55 North Meols subdistrict births rego'ed in 1838q4, and our Ann is the 5th entry, so with a steady daily rate of registration, that is 8-9 d. (Obviously a steady daily rate is a fiction - e/e's alone see to that - but it does give a ballpark guess.)
One has 6 w to rego a birth. LancsBMD indexes by year of event, not quarter of registration. Usually, this only effects late Dec births who weren't rego'ed before the new year - e.g., Mary Ann Spencer above is indexed in 1838.
The local ref has 3 elements - a subdistrict code like NM=North Meols (or church code for marrs); a register sequence # like 1 here; an entry # or page #.
The local registrars' books had 100 p - 5 entries per page for Bs & Ds, and 2 for Ms; - church regos had 250 pp (at 2 entries per p).
Entry #s are usually used for marrs, so one knows who wed whom - here entry #s are used in North Meols, and page #s in the preceeding and following subdistricts - Lathom & Ormskirk.
The local registrars made copies of the updates in the previous quarter on special (initially double-sized) sheets for the GRO, and sent them this copy to serve as a back-up copy.
