I think transcriptions of all the Cornish censuses are free somewhere. FreeCEN has 1841-1891:

FreeCEN also has Devon 1871 (complete) and 1861 (missing just one Plymouth piece #)

I can only find brother George in 1871 - a servant, but think this may be them in 1861
