Help needed to find half sister

I need some help for a young friend who wants to find his half sister - he has only just found out about her and only has a Christian name, Jasmina or Jasmine, her date of birth and her mother's names. It is believed they moved to Gt Yarmouth within the last 20 years.

If anyone can help me with this so I can pass on information I know this young man will be very grateful.

I can give a bit more info by pm but don't want to put too much on here.
