Have you sent for the BC to see who her mother is? The birth is registered under the Chatham reg district which did include Gravesend for a few years.
The reg details needed to order the certificate are on Freebmd.

In case you weren't aware, certificates should be ordered from
http://www.gro.gov.uk/gro/content/certificates/
at a cost of £9.25

With that information, it might be possible to back-track for Ancestors.

She could also apply for her adoption file. This would give more info. than the birth certificate.

Not sure why someone as mature as your relative would be thought to need counselling.

She has the right to see her adoption file......but she must apply for it herself.

Third parties have no rights in these matters

Do you have the original birth cert?
