Does anyone have any information reguarding Thomas Ogle Valentine Smith or any living relatives in the Lancashire area or the north east area, where he was born, Stockton-On-Tees and surrounding areas.

Not personally, found all this on Ancestry/Freebmd, but you haven't said what it is you need, or what you already have.

we need any information concerning his mother ruth bell and his father, but his name is unknown. Any siblings or any living relatives, cousins etc. Thanks :-)

Have you checked out Freebmd? It is free to search and the best site for BMD's 1837-about 1955. You can search for the births of any children with the surname and MMN Bell (MMN only on indexes after 1911). You can also search for the marriage of Ruth Bell to a Smith.
If you are struggling because of the Smith name you will need his birth cert. Thank God they gave him these first names!
