Looking for uncle bill

Hi folks, asking on behalf of a cousin of mine, here goes:

I don't know where to start. I have an uncle called BIll that I remember from a small kid, don't know his last name but I know where he lives.
Or so I thought, when I went to visit him after returning to the country it turns out he moved in 2005, the new owners don't know where to though.

Am I able to find out his full name from just where he used to live? No one in my family talks of him as he became a black sheep of the family for staying in UK when we all moved abroad.
