Is this an urban myth,can it be validated? No I should not think it is legal,but like all else where there is a quick buck to be made someone somewhere will find a way

Have received this morning a e-mail from UK E-mails ltd . You can buy a CD for £19.95 with 4,600,600 Validated UK e-mail address Verified 2004 and only private e-mail address You will also recieve free software to send 3,000+ e-mail per hour . I cannot believe this .It gives you the name and address . Can this be legal ????? Val
