I have found the BillionGraves Index very useful especially for my Prince Edward Island, Canada Ancestors; they have a photo of the Headstone and photos of surrounding Headstones. None of the Headstones were on FindaGrave.

For those who do not subscribe to FMP there is a BillionGraves Index on FamilySearch and that is what I used; just put BillionGraves in the Collection Search. However, it might be FMP BillionGraves Index is a more recent version, I will need to take a look. :-)
