There are 8 George Summers born 1882 showing on the 1891 census (probably means he was actually born 1881)

I am having trouble finding a birth certificate for my great ,great uncle. He appears in the 1891 census but no birth record.
If anybody has any ideas or thoughts on this would be gratefully received.
