Cannot find my Great Grandfather on the 1891 censu

My Great Great Grandfather, James Wilkinson, was born c1867 in Stockton on Tees. I have found him on the 1871, 1881 & 1901 census returns but NOT the 1891. I remember my Grandmother telling me that her Father had served in the Boer War. As far as I know there were two Boer Wars, the first was 1880-1881 so he would have been too young for that one. The second Boer War was 1899-1902, however his children were BORN in July 1899, July 1900, September 1901, Jan. 1903 and so on. So he must have been in England around October 1898 & October 1899 to father the first two of his children! So my question is where was he when the 1891 census was taken?
