I think the surname of the Emily you found was James. There is a Phoebe James entered above her and I think the enumerator just forgot to put the 'ditto' under the surname. They are in the Brentwood School District according to the top of the page. Kath. x

i have found on ancestry 1881 census a emily born in shoreditch 1874 which is correct. there is no surname and she is a inmate. how can i find out more
