anyone know if these are accessible online in some sort of format-looking for birth and marriage records in the 1970;s and 1980's.

To the best of my knowledge recording of vital records in Germany has not changed - there is still no central agency where you can find births, marriages or deaths. To obtain a certificate you should know the community, town etc., where the event occurred and then contact the Standesamt (Registrar) of that town etc., in writing, preferably in German, you should enclose two International Reply Coupons to cover cost of the reply - it is likely that a copy of the actual birth certificate will be refused in which case you could try writing to the Staatsarchiv for the region where duplicates MAY be found, the Kreisarchiv - District archive, If these lines fail then you MAY find that the local church has a baptismal record - then you should write to the Pfarrer of the town BUT you should be aware of the religion of the person. Beware that in large towns, cities there may be several Standesamt in which case you need to know the area of that city. I suggest that unless you are a close relative, and can prove it, the chances of obtaining a cert are difficult to puit it mildly.
