Electoral Rolls or Registers are kept at the nearest library to the address. (They are searchable by address and not name). I'm not sure how far back they go, but only show those eligible to vote, so no children and no women before about 1920's, and I think before the 1900's only certain people were eligible to vote (landowners and such). I don't know if the old elec registers are viewable at the library, but new ones ie latest ones are no longer viewable. The plug got pulled and are now held by the local council!!

Carol, I have done ER look ups in the Brighton area before now and im sure they date back to the 1880s, havnt actually looked in the early ones ,but the books were a similar size to the later years, so must hold quite a lot of names, dont know if that is any help. Nicky
