Patricia, You will probably get a fuller and more accurate explanation by googling but I have always assumed that orders in council are an administrative mechanism whereby ministersare given royal authority to enact legislation at a time of their choosing or they can make adjustments to passed legislation without having to seek the approval of parliament and royal assent again.
