same gro reference for two marriages

The reference numbers refer to the page in the register, not to the marriage. Depending on when, there are either two, or three couples to a page. OC

on partial fee bmd index on Ancestry, it shows my reli george clarke being married the 1st quarter 1899, with gro ref 9c 227. it also shows one other male and two women, all with same reference details. even if it was a double marriage, they would still not share the same ref numbers so does anyone have a clue - what the heck is going on? thanks for any suggestions vicky
