Depending on the year this was used it could be On HIS Majesty's Service. Any chance he was a courier for the diplomatic corps? |

You don't say in what context you have come across the letters, so it is hard to give better help. But to add to the background, I joined what is now BT shortly after it started being broken away from the government (when it was part of the Post Office). The stationary cupboard still contained lots of envelopes showing the OHMS wording. So many government departments could have used this. |
