1911 Census - people missing?

Can anyone tell me why people might not appear in the 1911 census? I'm looking for Richard Teague (b 1849 d 1924) and his wife Emily (born c 1862 nee Craven) who I expected to be living in Amersham Bucks at the time of the census but I can't find them. |
