Often a clergyman will not read banns because the couple were divorced for example. Sometimes because they were marrying in a church that they did not attend. In each case the vicar may agree to marry nthem, but only when civil preliminaries have taken place at a Register office ie they gave their notice of marriage at an RO instead of banns. Another alternative is if the Diocesan Registrar issues a special licence for one of the above. |
