Birth not registered for 4 years??

Could it be that the child had to produce a birth cert to go to school? A couple of years ago I met a traveller mother who had never registered her child, she delivered it herself and had never had the need of a cert until she decided to settle in one place and send the child to school. |

I don't think you can find out why, late registrations could be due to several reasons but there were some changes to the registration process at about the time the birth occured. |

Is there a way to find out why a birth wasn't registered for 4 years. How would they have gone about it and would there be an explanation anywhere. The birth was finally registered in 1973. Has anyone had any experience with that? |
