have a look on here see which ones were open at the time
http://www.wolverhampton.gov.uk/community_living/life_events/deaths/burial/cemeteries/penn/

and email asking for a search, I've done that with Walsall Council and they have emailed back with a plot number. This can then be found by the groundsman.

You might need date of death, do you know how to find that?
