At the main public library for the area. And you need to know the address for the people you are researching.

Do check with the library concerned before you visit. Sometimes volumes are missing or off for binding/repair.

Tower Hamlets would seem tobe the place to contact for Bow http://www.towerhamlets.gov.uk/data/libraries-leisure/data/libraries/history-archive.cfm
