In 1871 she's Milbrough which is what it looks like in 1891.
She's mother-in-law in the Preece family in 1871.

just checked 1881 - her age is then 69 so how can she be 85 in 1891, lol

She's got to be the same person. She's blind from birth on all of the censuses.
In 1871 she's only 50!

In 1861 she's Mylborough, age 41, widow. Birthplace remains the same though, if that's any help. It's Clee Hill, Shropshire.

Having said that, her birthplace changed in 1851. She's now Milkow, age 35, widow, pauper, born Bitterley, Shropshire. She has a daughter Sarah, 14, born Luster/Luston?, Hereford.

try looking in there to see if you can find the marriage of her and a hooper ?
