I live in Tower Hamlets and there are IDEA Stores now and no central library (Don't ask!). You need to visit the Local History Library, see link:

Try the main library for Tower Hamlets. I recently went to Stratford library (Newham) to look at ERs for the Silvertown area - they were very helpful
