Trying to find Cooley

Any leads on WILLIAM COOLEY c1770-1843. William Cooley was a Navy Surgeon married to Matilda Noyes at St Clement Danes, London, in 1796. He died in Exeter November 1843, aged 73, the father of 3 known children, Matilda (c1800), Arnold James and Martha (she registerd his death). I am descended directly from daughter Matilda (c1800). His other known residence was Cheltenham, Glos. I have been unable to locate information to date through naval records although there was a Lt.William Roddam Cooley in a position of seniority of HM Fleet in 1812. Any ideas?
