If so, according to the 1901 census, she was born in Chirbury, which is approx. 21 miles from Wrexham. In 1911, she's working in Prestwich, Lancs, (mistranscribed as Emily Ivy on Ancestry) and her birthplace is given (by her employer) as Condover, Shropshire - about 20 miles from Chirbury, and not in the Forden reg district.
She must have moved to Oswestry area by 1915, as your father was born there in 1916, and she married there in 1918.
Although, as Sylvia says, not everything on BDM certs, etc, is necessarily true, the name George Stanley Kendrick seems a very specific name to give as your father's father if it wasn't true. Who would have given that name to the Waifs & Strays people? Emily? Or had your father been in a children's home before that?
He's not with Emily and two daughters (one illegitimate, one from her marriage) in 1921 - living in Wigan.

Oswestry and Wrexham are only about 16 miles apart, so Emily could well have met him - at some wartime social event, perhaps. She wasn't necessarily living in Oswestry itself - just somewhere in that reg district, and maybe nearer to Southsea. Does your father's birth cert give Emily's address?
BUT there's no proof, as he's not named on your father's birth cert.

This is one of those occasions where you need to plan out a tree of George’s ancestors, his descendants and any siblings descendants and then see if a dna test gives you any matches to those families.
