We have no birth certs which could be a problem, I know that Stephen Edward Martin had a brother called Frank but cant find any records of the household members but i am new to this so might be looking in the wrong places

My father in law knows nothing about his grand parents on wards and I have been trying to help him but have hit a brick wall, if anyone can help me that would be great.

The info for his parents is as follows
