It's just a mistranscription on the 1891 census, Carol, if you look at the original it's very difficult to read. And they're not in 2 different places Gladstone Terrace is on Montague Rd.

This seems to be Rose's parents and brother in 1881. At the same address but a boarder with another family is Benjamin Watts.

seems highly possible maddie, but it still doesn't answer why they appear on the 1891 census as waste not watts and in two different places... but thanks for your help though :-)
