That could (possibly) be the same person, in both 1841 and 1851.

1841 says born in Staffordshire, but could be an assumption on the clerk's part, as William was living in Brewood.

Wellington and Brewood are only approx. 15 miles apart.

Who did he marry? If it was Elizabeth Bullock a tree on Ancestry has this for his baptism:

"Baptism
January 1771 or September 1771 • All Saints, Wellington, Shropshire

If January, parents = John and Mary If September, parents = William and Jane"
