Do you mean Oakham, which is the County town of Rutland? It was part of Leicestershire from 1974 to 1997.

The 1911 census shows 37 Saddingtons in Rutland, 12 in Oakham, but as an unusual surname probably all related. In 1881 that number is 62 but only 3 in Oakham
