He was allowed an order of discharge on 18th March 1862:-

I think it means he was no longer responsible for his debts.

The detail should be in the London Gazette. Do a google search something like

Jacob powell London gazette llangattock.

Hi,
I am trying to find details of my Great Great Grandfather, Jacob Powell, from Lllangattock Breconshire.
In the 1862 Western Daily Press it said it was the last examination and an order of discharge seemed to be granted, he was a licensed victualler.
I hope someone can help me find out more details.
