Is this the marriage you are looking at and the following census? What makes you think that this is "your William" as there are no other initials recorded.

If it is your family then William could well be away if he is a boatman on the canals.

I am trying to find more about William T G Neale, he was born 1865 to William G Neale and Sarah Budd in Wellington Staffordshire, He was a boatman (canals) William G Neale was a lock Keeper in Birmingham and I have William T G there at the age of 16.
I have a possible marriage for him to a Emma Mary Ann Plenty 1903 in Southwark there was a son born the following year 1904 Henry James Neale but no sign of William
