Have you found Charlotte as a widow in 1891?
Possibly this one? She's a widow, though the YOB's a bit out. Charles & Frederick were both boarded out - per 1891's posted earlier by Jacqueline:

James Campbell is such a common name, and as he moved around a lot, he could have died anywhere - you're not going to find his death, I fear.

My great grandfather was James Campbell born in 1855 Ireland. He married Charlotte Mortimore in London. They had their first child, Charles Mortimore in London in 1881 and the second child, my grandfather James Colin Campbell, at Blair Lodge, Polmont, Stirling, Scotland in 1882 where he was the coachman. In 1884 they had their third son in London, Frederick Gordon Campbell. By 1895 Charlotte had remarried to Joseph Holdsworth, a monumental mason in Knaresborough, Yorkshire who was 30 years her senior. So I am presuming the James Campbell died between 1884 and 1895 somewhere in Scotland or England.
All three sons were actors, Charles went to Hollywood to be in silent films - his last film was "My Fair Lady" and he died in 1966. He went under the name Colin Campbell in Hollywood.
James Colin Campbell went by the name of Colin also, a stage actor. He married Ethel Eastwood in Hull in 1916 and had a son John A Campbell in 1927 but by 1930 he had married my grandmother Alice Maud Carter who was a nurse/midwife in the East End riding her bike - sound familiar?
Frederick Gordon went by the name of Gordon and he was a mobile haberdasher at one stage.
The two youngest sons were also listed as stonemason apprentices in the census due to their mother marrying a stonemason but acting seemed to be their true calling.
