Adoptions in Bedfordshire c. 1911

I believe 2 sisters were adopted out.
They are in the 1911 census.
Elsie M. Hunting b. 25 Jan 1903 Bedford
Lydia E. Hunting b. 15 Aug 1904 Bedford
Dates from a family bible...
Mother died in 1909 Daventry Northants.
Parents are Arthur Hunting and Lydia Vergette.
Father remarried and have that info.
I cannot find anything after 1911.
There were other siblings... but that is not my focus.
Any suggestions?

Seems strange to adopt out two children when there were two younger children than them...would have thought they would all be adopted out or all kept. And looking after them (himself) would not be an issue since his mother-in-law seems to have lived with him anyway (as did his sister-in-law)

Legal adoption didn't come in until the 1920's, so any arrangements would have been informal, and unrecorded

In view of their ages, one would expect them to retain the same first names, even if the surname was changed

This would appear to be probate for Arthur, gives widow as Gertrude B though, I wonder if he mentions his children in the will?
