I would like to find birth/baptism for William if possible. Census give his birth date 1830-34 at Southend ,Essex. I assume this is Southend on Sea. William died 1910 Pancras Mdx

Do you have his marriage cert Ed? Hopefully it has his father's name which would help you.

The 1841 census posted by Beverley.

William was residing at a Licensed Victuallers School in Surrey and it says he was born in that county.

Are there any other clues from the marriage cert, such as father's occupation and names of witnesses?

It's just a hunch on my part, but I'm rather suspecting that he was illegitimate and the father's name was made up.
Don't ask me why I think so.
Either he was born William Ottey and his father's surname was Drake, or he was born William Drake and then took the name Ottey.
Either way I can't find anything even approaching a baptism for him :-S

A little about Licensed Victuallers' School, Kennington London

"Like many charities of the period, admission to the school was through a periodic ballot of the institution's subscribers. A summary of the school's admission procedures is included in its entry from an 1890 directory:

Object.—The maintenance and education of children of deceased or distressed licensed victuallers who have been subscribers during the time they were in business.

Admission.—By election of subscribers, generally annually in March (applications received until 31st December), after approval by Committee..."
