	Since she is on the 1891 census as an adopted daughter of Charles Lake it looks like you will need the birth certificate for her parent's names. This looks like the reference:- First name(s) ELIZA Last name HERBERT Birth year 1883 Birth quarter 1 Registration month - Mother's last name - District MONMOUTH County Monmouthshire Country Wales Volume 11A Page 43 Kath. x

	Possible birth reg: Name:Eliza Herbert Registration Year:1883 Registration Quarter:Jan-Feb-Mar Registration district:Monmouth Monmouthshire Volume:11a Page:43 On the 1891 there is an Eliza Herbert living with Charles and Mary Ann Lake as their adopted daughter.
