what is it you would like to know? are you a family member wanting to get in touch?

there doesn't seem to be a matching birth in England

if there were, of course, the details should not be posted here as that would be an unfair invasion of the person's privacy.

Is there any chance that his name is Richard Ward-Scott? if that is the case you need only google his name to find ways of contacting him, e.g. Twitter.

He may have been born Ireland as where hes meant to live now

which is exactly why I suggested that you google the name in the form I suggested

since that person lives in Belfast ..........

and his occupation suggests that the age would be about right

there is no access to recent births in NI as I think I understand it but I may be mistaken ... in any event I do not think such information is searchable on line
