Added - the witnesses appear on numerous MC. They are likely to be professional witnesses or members of the church rather than friends/ralatives

So it's likely that Mary King was a genuine step-daughter (not that it helps with Jane Hock/Atock)

or should i read that as being taken in by them from maybe another relative

It certainly looks like the same family although on Findmypast there is no Mary Keeny listed - but there is a Mary King listed as step-daughter

They've transcribed Jane's surname as Atock - the instructions to transcribers are 'type what you see'

Nothing comes up on family search. Just because she was married in Blackburn, it doesn't mean that she was born there. There is always the possibility that she wasn't baptised in a CofE church, the records are illegible or not transcribed on line.
