I agree that the 1891 Henry born Battersea is the Henry Westoby born 1877 Windsor. For info the Westoby is the maiden name of James's mother - Henry's grandmother.

1891 22,West street east Battersea.
Henry Saltmarsh born 1843 Ashford kent
Harriet 1860 Leighton buzzard beds
George Pointer 1876 Battersea cousin
Henry Pickering 1877 Battersea errand boy cousin.

1881 22,west street as above
Samuel King 48 Shenley Bucks
Ann wife
Harriet King 1860 Leighton Buzzard.
George Pointer
Harry/henry Saltmarsh.

Henry Saltmarsh married Harriett King A/M/J 1881

Samuel King born Shenley @ 1835 was brother to Maria King born Shenley Buckinghamshire who married Joseph Garner in 1854 who had Ellen Garner married to James Pickering.
So I think it is safe to say that this is your Henry Pickering in 1891!!
Do you agree?
Also in 1861 there is a Selina Garner with Maria and Joseph Garner age 10.She is Selina king on 185.

Ellen's birthplace on the 1891 fits in, although she's lopped a few years off her age to hide the gap:

Have not ruled out Ellen in 1891. Royal Victoria was a school for orphans. I do not think the marriage is the correct Henry. that guy born 1872 Stockton ?

1881 St Margaret Westminster

James Pickering 1843 North Frodingham York
Ellen 1855 Buckinhamshire
Henry 1877 Windsor Berkshire
Ellen 1800 London Tower
Ellen was born 1857 Old Bradwell Bucks,Henry birth registered as Henry Westoby in Windsor and Ellen birth registered in Whitechapel. James married Ellen Garner 1876 Wandsworth. There is a possible death for James 1887 Pancras but what happened to the rest of the family after 1881?
