Is it possible to search recent electoral registers for county Durham online?

In short, no

You have to use the local library and search by address

There are censuses up to 1911 available online

If you want to send a pm with details of who you are looking for I can have a look on Findmypast for you. Remember that quite a few people opt to be excluded from the register which is commercially available so they don't appear on the more recent records.
