Other than the 1930 and 1940 I can't find any further census for Emma's grandparents/uncle and aunt to see if they at one time lived in Massachusetts. It's possible that your brother was told that she was 'from' Massachusetts and assumed 'born'.

As John and Emma can't seem to make up their minds how Emma is related to them, it might be that she is their grandchild, the daughter of one of their teenage children as per 1930. Rather tenuous but?

You could investigate and see if you can track down her BC which does not appear to be on line. . US BMD are held by State, and possible at County level. In 1930 when she was 7 months old, she was living in Merrimack county.
The census was supposed to reflect the position as of 1 Apr 1930 - the enumeration sheet was completed on 15 Apr 1930. Emma could have been born Sep/Oct 1929.
