I was lead to believe off census that James was 1901

Depending when a person's birthday is (before or after the census date) people are usually given a date of birth one year after their actual birth.

On the 1901 census he is 8 months old - therefore born 1900.

Mark, don't get too precise! A lot depends on exact DOB and ages have to be treated with caution in any case - you will find they vary quite a bit on census reports etc..
