I've done the same Flip (though hopefully it's not B'ham as library shut till Sept!).

Only those eligible to vote and registered at the address will appear.

If you're not local why not post up the address and see if any member is near to the local library/records office.

I realise it is a long shot, but I've come across a couple of local (to me) requests and done the look ups for them.

Electoral registers for that date are not on line. You need to visit or email the main library closest to the address or visit the relevant County Records Office.
