There's a tree on Ancestry (unverified) which has a Thomas Billings born 12/11/1859, Nottinghamshire. Parents Edward Billings and Ann Treasy.
It also lists a sibling, Thomas Billings, born 1863.
This second one does appear in a couple of censuses - see below.
But there's no sign of Thomas born 1859, apart from his birth.
And there's no sign of a birth record for Thomas born 1863.
EDIT: And no death of a Thomas Billings in Notts between 1859 and 1863.
Are they the same person?
Mother's ms might be where his middle name of Tracey comes from.

I can't see Thomas anywhere except his birth record.
Can't see Eliza Ellen after marriage.
They don't appear to have emigrated, at least not according to Ancestry's listings.
No death records, either, as Beverley has said.
