Is the England & Wales, National Probate Calendar (Index of Wills and Administrations), a publically available resource? Would need to subscribe to a particular site?

Ancestry hold the

"England & Wales, National Probate Calendar (Index of Wills and Administrations), 1858-1966"

So yes, you would have to subscribe to view the entry. It might be possible to purchase credits to view an image.

The Calender usually shows more information than has been given above. for instance the full text for Emily Constable is

CONSTABLE Emily of 13 Lodge-road Tonbridge (wife of Richard Constable) died 6 August 1928 at Tonbridge Cottage Hospital Tonbridge Administration London 31 August 20 to the said Richard Constable painter. Effects £185 15s 8d.

In this instance she didn't leave a Will. If she had, Probate would have been granted.

Copies of Wills, letters of Administration or Probate can be purchased from the Courts and Tribunal service service, applying by letter or using form PA1S on this link

To look for earlier Wills, try the National Archive site. If you are successful, you can download it for £3.50. Sometimes they are held at the relevant county archive who you will have to contact and pay - sometimes for a search as well as a copy of the document
