Looking at births on Ancestry I would think it was highly likely that he was. She appears to be one of 5 children with surname Cecil, mother's maiden name Bull all born in West Ham.

Chance of anyone who knows her seeing this is zero unfortunately. Have you tried friends reunited or facebook?
